The new Berlayar estate, located at the site of the former Keppel Club, is set to see an increase in the number of public housing units to 7,000. This is a significant increase from the 6,000 units that were initially announced for the development.In a press release on Sept 23, the Housing and Development Board (HDB) stated that this increase is a result of thorough planning studies conducted on the 48-hectare site. The total number of new homes, including private housing, is expected to reach 10,000.According to HDB, the Berlayar estate will serve as an extension of the Bukit Merah town and marks the beginning of the transformation of the Greater Southern Waterfront. Four green corridors, ranging from 30m to 60m in width, will be integrated into the estate. These corridors will not only provide residents with recreational spaces but also facilitate ecological connectivity between the Southern Ridges and Labrador Nature Reserve. The BTO projects in Berlayar will feature staggered heights, with blocks positioned to offer residents stunning views of the Southern Ridges and the coastline.In addition, the Berlayar estate will be a car-lite community, encouraging walking and cycling as the main modes of transportation. Most homes will be within a 10-minute walk from the Labrador Park and Telok Blangah MRT stations, making transportation convenient for residents.The first Build-To-Order (BTO) project in Berlayar, called Berlayar Residences, will be launched for sale next month as part of the October 2025 BTO exercise. He estimates that the prices of four-room flats at Berlayar Residences could begin at $500,000 to $550,000 before grants. Lim also predicts a clawback rate of around 11-12% due to the increased subsidy clawback rates introduced in the July 2025 BTO launch.Lim also expects the flats to receive a positive response, citing the high demand for BTO projects in Bukit Merah launched in July, including the Prime project Alexandra Peaks. He notes that the robust application rate is likely to continue in October, especially with unsuccessful applicants from Alexandra Peaks potentially trying their luck with another Bukit Merah project.Lim adds that the two-room flexi flats at Berlayar Residences could be popular among single applicants due to its unique location, which offers a combination of city-fringe convenience and a coastal view.
