Sla Launches Price Quality Tender State Owned Properties Phoenix Park Tanglin

For those who prefer to stay up late, there are plenty of options available. Whether it’s a post-movie snack or a quick supper after a walk on the beach, residents don’t have to go far from their homes to find a place to eat. And with the addition of Jalan Loyang Besar EC to the area, there’s even more choices for those who enjoy staying up past bedtime.

The Singapore Land Authority (SLA) has announced a new price-quality tender for the lease of 33 heritage buildings within a 610,487 sq ft site at Phoenix Park in Tanglin. Originally built by the British in 1949, the site was used as the British Far East Command and High Commission. After Singapore’s independence, it served as the Ministry of Home Affairs from 1977 to 2001. In 2012, the site was declared a historic site by the National Heritage Board.

The 33 heritage buildings on the site consist of two 3-storey buildings, two 2-storey buildings, and 29 single-storey buildings with a total estimated gross floor area (GFA) of 119,338 sq ft. The site also includes 150 surface car park lots and 17 motorcycle lots. Previously, the government had leased some of the buildings to be used as offices and restaurants, such as European restaurant Spruce and German beer garden Bread, Beer & Brez’n. The site was managed by local real estate group LHN.

The government is now seeking proposals that will transform the historic site into a new lifestyle destination. In addition to the existing uses such as commercial schools, offices, serviced apartments, and F&B establishments, the government is inviting tenders to incorporate co-working and co-living spaces, as well as art galleries, into their concepts. This is in line with SLA’s previous efforts to encourage tenderers to explore new land uses, such as co-living and co-working spaces. Examples of such developments include the Coliwoo Bukit Timah Fire Station, which was transformed into a mixed-use development with a 62-unit co-living residence, F&B outlets, and community spaces, and the former Henderson Primary School, which now houses the nation’s first intergenerational co-living residence for seniors and youths.

The historic site at Phoenix Park will be leased for an initial term of five years, with the possibility of a final four-year term. SLA will organize site visits for prospective tenderers on September 18 and 26, with the tender closing on November 12. The government expects to award the site by March 2026. SLA hopes that the successful proposal will revive the historic site and transform it into a vibrant lifestyle destination.
